I don't have any experience with TPE crowdedness at 11am or the in-city check-in.

Unfortunately, there is no elite status/class-of-travel priority line whatsoever at TPE.

I believe the Hello Kitty gate is C3. It should be less than a 10-minute walk from Infinity.
