Some more updates on this. It looks like the Board is going to ratify some updates to the lease agreement at their December meeting (
PDF, page 174). Among other things, it will extend the lease to 2031 ("approximately 10 years after initiation of rent payments to Authority"), which seem to imply an expected opening in 2021.
There's also
this permit application which I think is actually T2W and not T1W based on the address and photos. However, I'm not sure it's for this project since the square footage paid for in permit fees is significantly off from what's been previously mentioned.
