As far as I know, it's wrong in most (domestic) situations.

Since you often post long threads with inaccurate information and/or conjecture, here's the actual requirement. It's 45 minutes for domestic flights:

As usual, JDiver gets it right.

AA gate agents basically do whatever they want, whenever they want. Trying to figure out when GAs are "supposed to start" clearing standbys is irrelevant since they will do it when they feel like it.
