Charging for kids doesn't make sense to me. It almost justifies bad behavior in a heck I paid for it mentality.
Having a 21 and over policy makes much more sense to me. That would certainly appeal to the vast majority of travelers (business travelers and travelers not with kids). Resorts could certainly carve out something if they chose to do so.
