You are absolutely correct.
The aircraft ought to have departed without the Captain.
This thread is not about bad traffic, but what happens if the bad traffic interferes with making it to the gate on time. What ought BA to have done beyond EC 261/2004, which would have provided compensation to each passenger had the arrival been delayed by a given period of time, depending on destination.
