I know that BA sometimes applies “commercial policy” at LHR in the event of major disruption in the roads and railway lines leading to LHR. But it requires either a big accident that closes the roads or recognised disruption to the HEX or Piccadilly Line. Don’t think that “heavy traffic” cuts it: heavy traffic happens every day, twice a day...
