I'm looking for an official policy because my father recently flew in business (economy upgraded via GPU) in the 3rd row and did not get his meal choice. While this probably happens to everyone at some point he strongly felt he was discriminated against. I'm trying to find some official policy to convince him otherwise, though this may be hopeless.

The policy seems to be GS / 1K then front to back. With 8 rows of Polaris business it seems 3rd row has pretty good chances.

For the record, I'm inclined to believe it was simply due to his lack of status and having an upgraded seat.
I think you’re right: lack of status. GS and 1K get first choice. There are usually at least two FAs taking meal choices. So, if there were a lot of GS/1Ks in that section, they likely selected the better option.
