Seems like they are very willing to oversell PP when there's room in J. I was just looking at TPE-SFO on December 8 as an example. PP is showing Full via the app with every seat selected, the upgrade list for J shows 3 blocked (presumably due to PP oversell), and PP is still O9ON9A9R4, so presumably they're willing to oversell PP by at least another 9 seats.
