I just tried a dummy booking of a Basic Economy fare on the Chase travel portal and it gave me multiple warnings that no carry-on was allowed. I had to specifically click through and acknowledge the restrictions before I could select a flight. On the "Review" page I was then given the option to either "Confirm" the restricted Basic Economy fare or upgrade to a fare that allowed a carry-on.
