Just an update and hopefully helpful to others. There should be no taxes differential on the GUF1/2 with the fare from India -- after a few hours of phone calls they finally called fares department and kind agent from EC called back and explained that because of India's GST when using the GUF (and i'm not sure but I would think AVIOS?!?), the GST has already been paid and because the upgrade is zero fare there is no tax increase. I think but don't know, that the tax structure must be different in other destination countries? And not a GST.
Also helpful was that I class fares were showing up on BA.com as well as expert flyer for the outbound portion to the ticket; but not for the EC agent. He explained that it is a point of sale issue. Where I have an account from Canada and where I'm flying from India he was able to secure upgrade for the entire trip using the Canadian account.
I"m thankful for FT community helping me out, and I'm sure and sad that there are probably many pax who are unaware of this and/or don't have the patience or inclination to do polite yet firm battle with the BA agents.
