I suspect (but don't know) that you would then up with a third PNR, at least as the default position but if it was a single child and under 12 then they would be obliged to seat him next to the adult passenger. If you pay for seat selections then you can transfer that to the cost of selecting seats in CW, but the seat paid for in WT won't remain empty, if that is what you are asking.

It is the outbound I am concerned about, if I pay for the seats now, then upgrade the second child for the return, we will all still keep our paid for seats on the outbound? (It won't get mucked up by the process of potentially getting a 3rd PNR)
