Not sure how up to date this is - but sheds some light on minimum fare requirements and exceptions.
Dubai Connect (STPC) Qualifications
A passenger must meet the following criteria to qualify for Dubai Connect (STPC):
- The passenger must have booked the inbound flight to and outbound flight from DXB in one PNR and it must be on one ticket. (Refer Example 1)
- The best available connection must be the one with the shortest transit time in DXB, taking into consideration all flights from the board point (Origin) and arrival point (destination) on the specified date of departure, in the RBD required for the POS. The availability is qualified at the time of booking the flights.(Refer Example 2)
- The transit time in Dubai for:
- Economy Class: must be more than or equal to 8 hours and less than or equal to 24 hours
- First and Business Class: must be more than or equal to 6 hours and less than or equal to 24 hours. (Refer Example 3)
- Both inbound and outbound flights to and from DXB must be Emirates flight marketed by EK, Emirates flight marketed by QF, Qantas flight marketed by QF or Qantas flight marketed by EK. Codeshare flights EK5000 and QF8000 series are eligible for Dubai Connect/STPC; all other Codeshare flights are not eligible. (Refer Example 4)
- The itinerary must be ticketed. The ticket must be issued on an Emirates (176) document, Qantas (081) document or STA (000) document. (Refer Example 5)
- The itinerary must be a single booking and ticketed on one ticket. For itineraries spanning more than one ticket qualification is dependent on conjunction tickets. (Refer Example 6)
- The ticket must meet the Minimum fare* as follows:

Note :
* Fare mentioned above is the fare value in the TST (ticket mask) plus the YQ total. Passenger qualification for Dubai Connect/STPC is based on the total of these two, Fare Value and YQ, on the ticket. The NUC is not considered in the fare calculation; the base fare is calculated by rate of exchange to USD amount at the time of ticketing.
Exceptions to Best Available Connection (Rule 1)
Any outbound flight within 3 hours before / after the Best Available Connection is also deemed as Best Available Connection

Exceptions to Fare Retention (Rule 2)
All passengers travelling to / from the below mentioned destinations that have a transit time greater than 8 hours in Dubai are entitled to Dubai Connect (STPC) irrespective of the fare and point of sale. The offer validity is based on date of stay in Dubai.
The general rule is that this exception applies for all new destinations during the first 3 months of operation unless otherwise agreed.
