TSA at T7, yes everyone knows it is bad, and BA regularly report their concerns in the monthly stakeholder meeting with the Port Authority. It is very difficult for the TSA to do much about this, apart from their own funding and staffing problems, T7 is going to be demolished in 2 or 3 years time and putting investment into T7 isn't going to happen.
Think you mean the CBP not TSA (but they both have issues with their respective functions)
The US Governent has reassigned a large number of officers to the southern border leaving what previously an adequate service to become an inadequate one. Same reason why there is an even bigger backlog with GE processing. There was a growing backlog this time last year even before the shutdown and CBP have just never really recovered.
