This was mentioned on FT previously, but former Fed chairman Ben Bernanke was shown having a Global Services card in his wallet while serving his term. Not sure if he earned it by spend, but pretty sure he was a targeted VIP.
He worked for the Federal Reserve Bank, not the federal government. I'd hope the Bank has ethics rules similar to those of the government, but it may not.
