I can’t speak for state or local government employees, but any fed who accepts status without earning it through the same way a member of the public does is looking at the possibility of an early termination of his or her employment. At the very least, a disciplinary action.
This was mentioned on FT previously, but former Fed chairman Ben Bernanke was shown having a Global Services card in his wallet while serving his term. Not sure if he earned it by spend, but pretty sure he was a targeted VIP.
