The bulkhead definitely will be quieter in terms of foot traffic due to the lavatory not being nearby, as mentioned above. You also get a slightly better amenity kit in C+, if that matters at all to you. The TV screen is also mounted on the bulkhead in C+, versus in the armrest of the exit row, so it does give you slightly more seat width.
The exit row has way more legroom, and you can more easily get up from the window seat without stepping on the person next to you than in the bulkhead. One downside is that the exit row can get seriously cold due to the door seal - my legs and feet were freezing most of the flight the last time I was on the A330. When I boarded, the F/A actually handed me an extra blanket, and said I might want it due to the door being right there, so it's certainly a common issue.
All else equal, I probably would lean towards C+ due to the armrest and temperature issue, but honestly, you can't go too wrong either way.
