This is not false. When you go online to book a room and truthfully changed the number of people from 1 to 4, the charges go up (by how much depends on property). Now, it is "true" that if you book a room for 1 guest, but shows up with 3 other people, even if the property sees it they usually don't say anything. But choosing to ignore it doesn't mean hotels don't have policy of charging extra for extra people. Usually the charge is the same for 1 and 2, but beyond 2 there's an extra charge.
Maybe at some places, but this is false as a generalized statement.
If you look at rates for the Ren downtown Chicago for Dec 11 and 1 person with no special rates in place it is listed as $283 for members and $289 for general best rate for a room with 2 queen beds. The exact same rates are given for 4 people.
