Maybe at some places, but this is false as a generalized statement.

If you look at rates for the Ren downtown Chicago for Dec 11 and 1 person with no special rates in place it is listed as $283 for members and $289 for general best rate for a room with 2 queen beds. The exact same rates are given for 4 people.
