I have seen this in a similar circumstance on a three sector journey that was MU/AF on a single ticket, Qingdao - Shanghai - Paris - London. The staff at Qingdao were unable to check baggage beyond Paris, even the station manager for MU was unable to resolve. The ticket holder didn't have a Schengen visa to be able to collect and recheck bags at Paris, and wouldn't have had the time as the connection was short. It was resolved in Shanghai after a bit of pressure on MU staff to retag the bag through to London.
Although it doesn't make any sense, it appears that Chinese carriers sometimes cannot tag a bag for more than two sectors?
