As they say - "only in America" - Most of these animals are just household pets for their emotional owners. 3000 emotional support animals fly every day in America. Most of the world laugh at these shenanigans. A plane will return to the gate if a 2 year old wiill not stay seated for take off but are fine with a 100 lb dog flying around a cabin in turbulence.
I say buckle them up (with a paid seat, a seat protector and a cleaning deposit) or put them in a cage in the hold.

Oh, I don't think "most of the world" isn't laughing, it is jealous. I've seen foreign (i.e., non-US) nationals on flights to the US joking with other passengers about how they get their dogs to fly with them, in the cabin, by getting the "phony" note, etc.
