The second seat is fully refundable even on a full flight now. And you don't have to even prepay for it, if it's available day of travel they will still give it to you - the risk is that on a full flight they can't and will move you. One agent told me to book one seat then call the 800 number to have it added no fee in advance, too. I haven't tried that.
