Those numbers are pretty accurate AFAIK. Initially the program was planned for +/- 2,500 people. But with the later SWISS integration that number was increased to ~3,500-4,000 people. At peak times it was above 7,000 and now is in the planned range (~4,000).

The highest humber of HONs I ever was on a flight to my knowledge was around 2010/2011 with 28 HONs on a Friday SFO-FRA on LH455 (B744). I know that because the SFO station manager told me she was happy she could manage to keep all HONs away from middle seats in Business at least which seemed to be a terrible difficult job on that fully booked flight that day. And I only asked her before why my upgrade with eVouchers to First didn't go through...
