I use Google Fi for precisely this purpose. I have never gone over $30 in a month and usually I'm $25. I tend to be in places where there's wifi, except when I'm driving (when obviously I'm not using anything more than Google Maps), so data usage is not huge. The great advantage is Fi's service around the world when I'm travelling outside my standard UK data service. Works brilliantly for me.
