APPLE: if you leave the data (D+/D-) pins unbiased, the device will refuse to charge saying it's a non-approved device. Apple bias the pins in their chargers (and others that license it) to 2v or 2.8v, and depending on which is which that signals the device as to how much current it can draw (½, 1, 2A).
SAMSUNG: Samsung (qualcomm) quickcharge uses resistors in the device to bias the D+/D- to a percentage of the +ve rail, and that can signal the charger to switch to a higher VOLTAGE (9, 12 etc) , which allows a device to pull more power while not increasing the current draw through what are normally pretty fine wires.
TL;DR if the data pins are not connected through
APPLE: wont charge
SAMSUNG: will only charge slowly
