It makes more sense to charge by data volume. Otherwise you get people watching Youtube on the flight via their VPNs (looks in mirror). But there have also been other flights when I literally did nothing except chat with friends and probably used less than 50 MB. It's really not fair to charge a flat price and have some individuals downloading large files or streaming videos the whole time while others use the wifi very lightly.
