Quick question

I'm booked AGP-MAD-JFK-LAX on an American issued ticket

I got ahold of one BXP1 certificate

AA is saying that I can't use a BXP1 to upgrade the single leg JFK-LAX since it's an international iternarary I'd need a BXP3. Is this right?

I don't need to upgrade the international leg (also don't have the certificate)

Is this a hang up and call again scenario, or is this somehow truly how it works? Really hoping to not play upgrade roulette at the gate. I'm 1 for 1 on this route with free upgrades, but I got lucky.
