ICA has not defined "third country", but instead lists the visa that qualified for the visa free. To me, ICA seems to rely on the risk assessment to the countries that issue the visa.

I would have to say no as well.

It sounds like ICA is giving out 1 96-hour visa-free transit period. So 2 stops still mean the same 96 hours.

BTW - who needs 96 hours anyway?
