I would have to say no as well.
It sounds like ICA is giving out 1 96-hour visa-free transit period. So 2 stops still mean the same 96 hours.
BTW - who needs 96 hours anyway?
Cos the pax wan to stopover in Singapore for 80hrs in each direction (not just transit).
