I assume you arrive in the morning (rush hour) at terminal 4.
If and when you take a taxi or car, the M-4 to London is "blocked", unless you arrive on a weekend.
You could go by tube to London and than take a taxi to Regent Street - it is not very far from terminal 4 to the tube station, at least that's what I remember.
