Looks like the whole BA293/292 rotation is cancelled. It seems the plane has gone tech rather than being a long term 787 engine issue, the reason code is TECY which should mean technical problem and yes for EC261 compensation.

Hopefully you can be rebooked on the other IAD flight or routed via another TATL return point.
