They switched to the LPS database in 2012 before that the system ran on the same mainframe from 1990. They have a lot of data, just do a privacy request and you will how much they have on you.
The status star points thing was just a rule of thumb they discovered while analysing the data they have. If you have enough status star points to get three stars you should also have enough lifetime qualifying points to get LT FTL.
