Normal for Vegas properties.
I just did a dummy booking for the Westin Hapuna and it clearly says:
To ensure that you receive this special advance purchase rate, we will charge your credit card a prepayment of 490.84 USD (room charge taxes included) when you make your reservation.
You may cancel your reservation for no charge before 11:59 PM local hotel time on February 8, 2020 (4 day[s] before arrival). Please note that we will assess a fee of 456.52 USD if you must cancel after this deadline. If you have made a prepayment, we will retain all or part of your prepayment. If not, we will charge your credit card.
