Question on visa-free transit (96 hours) in Singapore for Chinese citizen

Singapore government had adopted a so-called Visa Free Transit facility – VFTF.

The policy is not very clear. It is desired to avoid a denied boarding situation.
The passenger is travelling on Singapore Airlines from Sweden to New Zealand, stopping over in Singapore for approx. 80 hours.
This happens in both directions.
The passengers is a Mainland Chinese citizen, holds a residence permit for Germany and a 30 day tourist visa for NZ.

There are two areas of concern. Does the passenger has to fly directly from Germany to Singapore back and forth to be eligible for the VFTF?
Moreover, on Wikipedia it states that the 96 hour stopover may only happen once on the entire trip. Having two stopovers (to New Zealand and back from New Zealand) seems to be not allowed. However, this rule cannot be found on the official Singapore government website.

Nationals of China and India are only allowed to use the VFTF once in their itinerary (either on the forward or the return journey but not both). ​​​​​​​
Does anyone of you has any clue on these two areas of concern?
