apparently the answer is no.
i chatted citibank and asked and was told yes.
i went to 5 of the closest ATMS listed on citibanks map and all were "Allpoint" ATMS.
i was able to get balance info and probably could get cash but no deposits to those machines.
called Allpoint they said they have a few that can take deposit but he seemed to think none would apply to creditcard.
i guess i needed the exercise but...

I could drive to Louisville KY in about 3 hours but apparently it takes them 5 days to open the envelope.
