Yeah, but the insurance business is separate from the core AmEx business - run by AmEx Assurance Company. Having once been an investment portfolio manager inside an insurance company, I wouldn't be surprised if AmEx has this outsourced via a reinsurer.
Basically, what I'm saying is that the insurance side is completely removed from the departments that were involved in the "abuse/gaming" of MR points or referrals or whatever.
