While I won't quote any figures on here I can assure you that your assumption is not correct for long haul flights. For short haul and TT then yes, both PE and BP cabins do have a significant number of RU/APD/OneUp pax in them.

There are plenty of long haul flights where the only two pax flying on upgrades are the lucky two who got in early and scored the R class seats.
