While this is regrettable, ever failure here was by the consumer, not the carrier.

Scoot did not double charge the passenger. Rather it charged the customer for the tickets he chose to purchase. Barring a Scoot fare rule or a local law requiring a cancellation policy for a refund, there is no reason for Scoot to do so.
