It really depends on the time of the day. 12:45 has quite a few regional (ex-Asia) arrivals but I find the peak tend to be between 16:00 and 18:00 when you have those Japan/Korea/Europe/HK flights arriving at the same time. The few times I did intl-dom transfer, there were no more than 5 people in queue. Good luck
