It's hit or miss mostly miss. More often on longer flights. But my last ORD-MKE flight, she made an announcement saying that due to the length of the flight, there will be no drink service (not even water), then she walks up to only me and asks me if I'd like something to drink or food. I decline and the guy next me has a puzzled look on his face. On most mainline flights, the FA doesn't even offer so I wouldn't expect that on a regional one.
