if I were a betting man, I’d say NYC has a pooled fleet of Prestige Collection vehicles and another location dropped the ball on getting one over to EWR for your reservation. Knowing how the system works behooves you as a customer, if for no other reason you know where to direct your complains.
I think some of your post got integrated into the quote. I'm not really sure I understand your first comment, though the manager lying being the explanation doesn't make the consumer fraud situation much better.

In any event, the K4 was still being offered on the website and app as of the time of my discussion with the manager. Hertz manager = Hertz at the end of the day.
