I your case, wouldn’t this be a local management issue? I presume that if the local manager knows their fleet has been depleted of K4’s, they have the responsibility to ensure reservations has that class blocked as a sellout.
(1) this wasn't any of the cases you identified though. there was a 0% chance I was getting the K4 that continued to be advertised on the site up until and including my time of pick-up.
(2) My beef is with Hertz -- I don't really know who controls the inventory/blocks, nor do I care. This isn't a franchise location and there is no distinction between EWR and corporate management from my perspective as a customer.
