I've seen gate agents request passengers remove batteries form their smart luggage multiple times. I've never seen a passenger rise such a fuss that the GA had to threaten to call security. It's a safety issue, these things can catch on fire. Just take out the dang battery and smile.
And if she had explained that instead of just throwing out "it's a federal regulation" in a snotty tone, I would have smiled and removed it. Asking a question and expecting an answer is not really "rising a fuss".
