Yes, PE is over by 17 and at current count 17 people confirmed in PE will end up flying in J (either from clearing an instrument or op-ups). I now see PE zeroed out though: J5 C4 Z0 .. O0 .. Y9 X9.

The inventory algorithm does not account for why the cabin is 55/60, it just counts 5 remaining seats and sets inventory to J5 C4 Z0. And in this case it makes sense anyway.. you wouldn't want someone from Y using a GPU to take one of the five remaining premium seats. Sometimes a human from UA will come in and manually force supported upgrades from the overbooked cabin.
