Personally I find the reality of a convertible quite different from the dream - they're windy, make conversation difficult, takes extra time to raise and lower the top when making stops etc. If there is one on the PC aisle and I"m somewhere I would enjoy it then I might select one, but I'm not going to spend $50 a day extra to drive one.
The larger the airport the larger the fleet, generally speaking. JFK, Newark, Dulles, Philly and RDU off the top of my head given the states you listed are the places I'd look for cars that can be reserved without tops, or are most likely to have one around if you arrive with a regular reservation.
