Just board last. Though that works better when you're not worried about bin space.

Very few NA stations consistently do zone 1 well. SFO and YXE come to mind.
Speaking of (in)consistent NA stations... YYZ and YUL hubs occasionally have a separate agent, standing at the stanchions, managing the zone boarding process by constantly calling out the current accepted zones and deflecting anyone who does not meet the zone requirement. I see this once a week at best.
