Well technically they are coded as first-class fares and they're INTL so yes, that would make tickets on those fares eligible for any partner/alliance INTL F lounge that didn't specifically exclude them.

In the alliance, they are the same. The *A framework and rules govern access for pax on OAL *A J/F or OAL *G pax to *G lounges, so they'd get access to the UC for a trip to Canada, as UC's are *G lounges.

However, *A rules don't govern UC access policies for UA pax or UA Premier members, even if they have UA*G status. A UA pax or UA Premier member seeking access to a UA club is a transaction that happens entirely out of the scope of the alliance.
