Isn't the correct answer "IN TRANSIT AT LAX" or "IN TRANSIT TO SYDNEY"?

Both before and after API was introduced, I've been putting variants of this down in different places. That includes I-94Ws, including when in transit between a ship that's just arrived inn the US and a flight out of the US.
