The only ATMs that seem to charge no fees for me are Aeon ATMs. There's one at KIX (don't know for HND!), and I've found them at Aeon shopping centers (and I suppose Aeon supermarkets) and Mini Stop convenience stores. There's also a standalone one at the train station near where I stay (Shin Imamiya (Osaka) JR East Exit), quite handy!, but I can't tell about other places.
