"Personal Item" is generally interpreted as "purse, camera bag or briefcase-sized." I've started to see budget carriers put up "personal item" measuring bins similar to regular carry-on measuring bins, but I haven't seen Delta do that.
There is some room for interpretation, but in general, it should fit under a seat and it really has to be smaller than a roller bag or full-sized backpack.
