I traveled VS19 (LHR to SFO) last week in Y, and the seat in front of me contained a paper ‘seat reserved’ sign.

this seat went unused for the whole flight until approach and landing when it was filled by a plain-clothed person who was escorted by crew.

Was this likely an off duty staff? If so, why did they only use the seat during landing?
