I've been able to check in at 7am many times, and I've never needed to stay in a hotel room past 2pm (I'm happy as long as the lounge has toilets and power outlets. I feel a bit bad paying for 1 night, arriving at 7am and then wanting to stay until 7pm...

What happens most commonly to me is that a room is not ready by normal check-in time. Fortunately this has only occurred in Hiltons with lounges and never when I had a tight schedule.
In US most are paid by room. However federal law requires that they be paid a minimum wage per hour worked. Thus what is paid must equal. the minimum wage per hour for all the hours worked. For this reason a lot of hotels get in trouble, as it's actual hours worked (which includes time loading carts, etc) that count. They cant simply estimate 30 minutes per room, etc...

Never have had issue except once recently with early checkin. Late checkin seems to be more problematic for me.

Glad I'm Titanium with Marriott with a guarantee of 4pm.
Some hotels are just stingy about it. All though I thought if offered we got till 2pm for free.
