Yes! I don't think it's technological limitation, especially how little bandwidth voice calls take... It's federal regulation to ban inflight calls.
Regulations prohibit cellular network use. Wifi calling is strictly Wifi calling. All US airlines prohibit the use of Wifi to make calls.
